GoI directs the states to ensure attendance of MGNREG through NMMS app

A spokesperson of the Rural Development and Panchayati Raj Department informed here today that the Central Government has issued directions to ensure capturing of attendance for all the MGNREG works (except individual beneficiary scheme/project) through National Mobile Monitoring App (NMMS). This provision has come into force from 1st January, 2023.

He said that Section 27 of the MGNREG Act, 2005 authorizes the Central Government to issue such directions as it may consider necessary to the State Government for the effective implementation of the provisions of this Act. “With a view to ensure more transparency, accountability and ease of doing implementation, the Government of India (GoI) made a provision of capturing attendance at worksite through NMMS app,” he added.

The application does not affect the demand of employment under MGNREGS nor it causes any hindrance to the workers at the worksite, rather the attendance through this app helps in capturing the real time attendance of the workers, said he.

In order to facilitate marking of the attendance through NMMS App as per the strict directions of GoI, the State Government has authorized the Ward Panch to capture the attendance, he added. “In case the Ward Panch is not able to capture the attendance through this app, this job can be assigned to any member of the Self Group formed under National Rural Livelihood Mission (NRLM)”, he said, adding that in case of any technical issue, the necessary provision has been made to allow entry of attendance in Nregasoft manually on case to case bases but only in exceptional cases.

As per the directions of GoI all the worksites wherein muster rolls were issued for 20 or more workers, the attendance was being marked through NMMS App from 16th May, 2022, said he. “The GoI also directed all the States to form a WhatsApp group at Gram Panchayat level including elected Sarpanch/Pradhan, ward members, concerned MLA for that GP, Member Parliament of that area, Zila Parishad members, Zila Pramukh and first runner up of the last elections of these Public representatives and Gram Rozgar Sevak (GRS) or Panchayat Secretary (PS) of the concerned GP as members” he added.

The GRS and Panchayat Secretary is to host WhatsApp message to the group regarding issuance of new muster roll for all such worksites wherein muster roll has been issued for all community works indicating the date of issuance of new muster roll, work code, work and beneficiaries name of the muster roll issued.
